fix: adjust centos ruby labels for CVE-2021-33621 #127

Fixes the failures at https://github.com/anchore/vunnel/actions/runs/7627533370/job/20776476791. Those packages are part of the RedHat Security Advisory so changing from FP to TP. They are also already marked as TP in the other RHEL-based containers, just not for the centos one

This is necessary until at least the next grype release, but technically CVE-2021-33621 is only said to have affected the ruby cgi gem, so FP likely is technically correct for everything else. We may consider reverting this and making the labels consistent on the other rhel images following the next release of grype.
